HOW PREPARED IS YOUR COMMUNITY?

  • One only has to turn on local, national, or international news to learn about the latest economic impact of the pandemic as communities, cities, states/provinces, and entire countries adopt a shelter/stay-at-home policy and many businesses are forced to close and people find themselves out of jobs. Perhaps for the first time in recent history, the impact of a community’s level of resilience is felt more than ever. Leaders of countries, regions, cities, and rural communities have had to make unprecedented decisions balancing the freedoms of its citizens against the need to keep people from getting sick and keeping the economy running.
  • Response and recovery efforts to manage the COVID-19 pandemic requires leadership from top management – in this case from our top local and national government officials. We need our leaders to lead in a manner that is transparent, based on science, and at the same time provides comfort so that everyone understand their role in supporting the response and recovery efforts.
  • Economic issues are a quickly moving topic as in the US alone for example, some states are entirely “closed” and others have made no changes whatsoever. This creates unrest in itself within the US – both economically and socially. In addition, countries and communities within those countries are at different stages of the pandemic requiring different responses. More recently we have seen governors “opening” their states, while mayors of cities in that same state extend the shelter/stay at home order. This results in chaos and the potential for civil unrest as in some cities people are free to swim in the ocean and sun on the beach, while in others people are required to literally “stay at home”.
  • McKinsey posts regular articles and opinions regarding the global response to the pandemic and its impact to national and global economies. They suggest that in order to “restart national economies during the coronavirus crisis, governments must have public-health systems that are strong enough to detect and respond to cases.
  • The first factor in determining readiness to “re-open” businesses is the number of new cases or the spread of the virus in a given region. This factor is tied to testing. In the US, adequate testing continues to be an issue with testing limited to health care workers and those who are already showing symptoms. Because of this limitation and the “unknown” carriers of the virus, most US states remain closed as per shelter/stay-at-home orders. This means only essential businesses such as transportation systems, grocery stores, pharmacies, hardware stores, gas stations, restaurants for delivery, banks, and others remain open. Without adequate testing, the region is operating blind.

  • Leaders of ICOR have participated in global initiatives and studies to determine what makes communities more or less resilient. There exist several different indicators, frameworks and models, but most agree that the following five capabilities or systems need to be in place and operate effectively.
  • The ICOR Resilient Community Framework (https://www.build-resilience.org/community-resilience-framework.php) identifies five primary systems upon which each community functions no matter its size. Each system contributes to the overall resilience or vulnerability of the community.
  • When an individual community system is strong it creates capital for the community. When an individual community system is weak it makes the entire community vulnerable. The Community Resilience Framework encourages a “systems” view where each system is part of a larger system or framework that works together.
  • A community’s resilience also increases when it has more adaptive capacity and decreases when it is more vulnerable and less able to manage change and endure stress. A community relies on its systems to be strong and flexible, to be able to evolve and adapt when necessary, and to be sufficiently agile to take advantage of opportunity.
  • When an individual system operates with spare capacity, has the capacity to rebound quickly and re-establish its functions to avoid long-term disruptions, and encourages constant learning to allow new solutions as conditions change, the whole system benefits.
  • The resilience of a community is not static. Adaptive capacity changes over time in response to changes in the community and its level of vulnerability.
  • As each community is unique there is no one-size-fits-all solution. A community needs to have a clear vision for how it wants to increase its resilience and set a roadmap for how it can get there.

  • A healthy environmental system protects and restores the natural resource base upon which life depends. It seeks to reduce climate impacts through adaptation and mitigation efforts and increase resource efficiencies. A resilient community has adequate natural resources to supports its population. There is access to energy, food, and water.

  • A responsible governance system provides community services, enforces laws humanely, protects its community members, and manages its finances and meets its budgets under changing conditions.

  • A strong economic system supports a community’s resilience by producing necessary resources, having a diversified economy, having access to financial and physical resources, and maintaining the value of its currency.

  • A community with a high quality of life has access to education & information, access to affordable housing & quality healthcare, the existence of social freedoms, and access to employment and prosperity.

  • In a prepared system, risk reduction activities are planned and funded, networks and partnerships exist to provide support in times of need, community members are educated on how to be more prepared, and organizations within the community are recognized for their resilience initiatives. Communities need to reduce their vulnerability to natural and man-made disasters. This requires planned and funded risk reduction activities as well as preparing to manage through disruptive incidents and to be resilient against disasters. A strong emergency management system that supports the efforts of local police, fire fighters, and other emergency personnel is required.
